摘要:- 隨著我國《城鄉建設領域碳達峰實施方案》的發布，城鎮水務系統也將成為減碳/降碳的陣地之一。然而，城鎮水務系統一方面面臨擴容增量、支撐配套城鎮化發展的重任，另一方面則面臨減碳/降碳窗口期短、任務重的現狀。因此，科學規劃減碳/降碳措施以及先期步驟——碳足跡核算方法不僅是城鎮水務走向良性發展的保障，也是實現綠色低碳轉型的關鍵。通過對發達國家水務系統碳中和規劃的梳理，尤其是對英國《水務凈零排放路線圖》（Net Zero 2030 Roadmap）進行分析，總結提煉出適合我國城鎮水務系統制定碳中和規劃的一般思路和方法，即“3C”流程（核算定線Carbon accounting→技術確定Cluster of technologies→方案實施Carrying out）。在此基礎上，討論分析了碳核算的發展及其在規劃制定中的作用和意義；總結歸納了不同減碳/降碳工藝技術比選原則和方法，形成我國首部《城鎮水務系統碳核算與減排路徑技術指南》，以期在雙碳目標框架下指導我國城鎮水務行業減碳/降碳行動與實踐。
Abstract:- With the release of the Implementation Plan for Carbon Peaking in Urban and Rural Development, the ignored urban water systems in China should proactively take action in carbon reduction. However, the urban water sectors are still facing continuous expansion to support ongoing urbanization, at the same time, the heavy mission of dual-carbon goal must be completed in a very short time. Therefore, scientific planning of carbon reduction and implementation of the preliminary carbon accounting are not only the guarantee for the healthy development of urban water sectors but also the key to realizing green and low-carbon transformation. The universal decarbonization planning method for the water sector was summarized by sorting out the carbon neutrality plans of other countries with an emphasis on the UK’s Net Zero 2030 Roadmap. “3C” process (Carbon accounting, Cluster of technologies, and Carrying out) is suitable for the general carbon reduction plan formation of urban water sectors in China. Besides, the advancement of carbon accounting guidelines and their role in formulating decarbonization planning were also discussed and analyzed. Moreover, the principles and methods for properly carbon reduction technologies selection were summarized. The principles and methods have been leveraged to compile the Guidelines for Carbon Accounting and Emission Reduction in the Urban Water Sector, which is the first water sector-specific guideline in China. This paper is expected to provide references for the carbon reduction actions and applications in water sectors under the framework of the dual carbon goals of China.
